Voyager will not start

2002 Voyager...won't start. Installed new starter, when you turn the key there is a clicking coming from the relay box under the hood. New starter and battery both test good. Before we changed the starter we were having problems with it starting, we would crank the key a few times and it would start up (with clicking coming from the relay box under hood). Now just clicking.

Measure the voltage right on the larger stud on the starter, not the terminal end bolted to it, while a helper tries to crank the engine. Ground the voltmeter's negative probe right on the engine block. If you find at least 9.6 volts during the cranking attempt, measure again on the braided cable coming out of the other side of the built-in solenoid. If you see very low voltage there, the solenoid contacts are worn or not making good contact. This results in a single kind of loud clunk from the starter each time the ignition switch is turned to "crank". You will definitely feel that if you have your hand on the starter.

OK, we are at a loss...we have no clicking coming from the starter area...its coming from the relay box next to the battery. We replaced the starter relay the other day but that made no improvment. Checked the voltage at the starter and the battery. Both are fine. Can ANYONE help?

There's two wires at the starter. What voltage did you find on the fat one? It should be there all the time. The voltage on the smaller plug-in wire will only be there when the ignition switch is turned to "crank". Check that one too.
