2002 Chevrolet Trailblazer low beam headlights

hi beams come on just fine, but low beams will not come on. i swapped my fan ss relay with the hdm ss relay fan still runs on either relay no fix for the lights. i then used a paperclip to jig between the #2 and #4 pins on the hdm relay and lights came on fine. i dont quite know where to go from here, i am thinking the switch but want a way to confirm or narrow down before i throw money at it
