02 chev trailblazer-Ign switch on position the RPM gauge fluctuates up/dwn.Key to start position ,starter will not engage. Turn Ing switch off & on till the RPM gauge does not move & starter will engage and eng will start. I have put a new starter relay in but it did not correct the problem. This is an inline 6 cyl

This indiactes a possible poor ground connections somewhere and it is affecting the starting system and meter cluster.

Have the ground connections checked for contamination, looness, rust or bad contact.
