There is a tail light relay that goes out it can stick on or off, Here is a guide and a wiring diagrams (BELOW) to you can do some testing.

the exterior lights and interior lights will not shut off with the power is off.

The relay can stick on. Have it checked to see if it is commanding the lights on.
