Is it normal for it to shoot water out of the radiator if you take off the cap and turn the engine over

the belt broke and my son drove the car and it overheated. Then he and a friend put a belt on and started the car drove it further and it overheated again, now it only turns over and won't start and shoots water out with cap off. thank you Leigh
