2001 Volvo V70 Throttling high when 1st cranked

I have a 2001 Volvo V70. Timing belt has been replaced and put back in the shop to have adjusted. When you 1st crank the car the throttle stays high then will go down???? We had the throttle body cleaned as well. They said we need a new battery and this should help with the RPM's going up when you first crank the car. Why would it be doing this. Car has had a full tune up as well. Needing some help ASAP.

It is a normal condition when a vehicle is cold for the RPM to be high in order to get the vehicle to operating temperature. Now if this is an issue that is constantly happening after they cleaned the throttle try this. Remove the fuse #6 for the engine control module and fuse #7 for the electronic throttle module. This should reset adaptations in both the ECM and ETM. Leave fuse out for a couple of minutes. Reinstall fuse and start vehicle and road test for it to relearn it's parameters. Let me know if that helps.
