I had a mechanic take a look at it. He tells me the timing belt needs to be replaced plus the valves are probably damaged?
Are these two related and if so, do both need to be replace/fixed for car to run properly? My engine light is also on.

If your vehicle is equipped with an interferrence engine and the timing belt is damaged/loose then this will cause valve damage as well. You will need both replaced or further damage will occur resulting in having to replace the engine or have it completely rebuilt. Need to have diagnostic trouble codes scanned to see why the engine code is illuminated.

The site has just been upgraded and everything is different so I am still feeling my way around. I cannot find any way of posting diagrams so if you would let me have your email, I would send the replacement procedures to you.

Customer brings car in they said the car shut off while driving. I looked at the car and determined that it was out of time by the sound it made while cranking engine. Is this engine a zero tolerance engine?

Depends on the engine size. Most four cylinders with non-turbo eight valve are generally non-interference engines.

Most European cars are interference engines. How out of time is it? Should probably do a compression test once you get it back in time.

This will be an interference engine you will have valve damage. This will require the removal of the cylinder head.
