Engine will not start

Vehicle has power to the relays and to the rest of the vehicle, but the vehicle will not start. What possible problems could it be? The starter, solenoid contacts, fuse?

Do you have a multi-meter or test light to do some testing?

The engine has a hard start issue. The diesel is pumping to the nozzles.
