2001 Toyota Other Rrar seat cannot fold

I have a Toyota Spacio NZE121 2001 model. My rear seat is supposed to fold when you pull the strap down behind the seat but ts stuck. It locks with a hook that has refused to release. I need access to the fuel gauge that is below the seat.

How do i release the seat to fold. When you fold this seat it increases room for luggage..
