2001 Sable changed fuel pump, won't take more than 4G gas

Changed fuel pump module/sender and also in-tank fuel pressure regulator valve. When putting gas back in to tank, it would only allow about 4 gallons and then it would start spilling out. The gauge shows about 1/4 tank. Ideas on what to check/fix? Is the float stuck or damaged? Any help is appreciated. Thanks.

check for a blocked or kinked vent line that goes up filler neck that may be problem or evap canister purge lines as well.
