humming noise/vibrating noise front side passenger wheel

Is this a wheel bearing issue and how much does a typical job like this cost?

Noise gets really noticeable @ about 30mph, the noise persists even if the car is put into neutral and is coasting. i got an estimate from a local garage and the guy said it would cost 300 for the part and whatever the labor.
