my speedometer doesnt work correctly. between 0-70mph the needle wont move. as soon as i hit around 70mph the needle bounces, never giving me a correct reading. I can also feel a drag in the car as if the brakes have been applied. whats wrong?

I feel that the speedo is sticking (it is an analog speedo?) a scan will also pick up a faulty speed sensor, and get the brakes and park brake system checked, just to make sure all is good there and nothing is dragging on the brakes, start here.
