Try applying power and ground directly to the blower motor to find out if it is good or not after checking your fuses.

Take the electrical loose from the blower motor, key on, hvac on, check for voltage and ground at the wiring connector. Also check applicable fuses. Terminal A is voltage, terminal B is ground, hopefully the connector is labeled A & B. Use a testlite to check for voltage, if you have good voltage and ground, with no blower action, suspect the blower motor.
