Rough starting and idle

No engine light on, put computer monitor to see any codes, none present. I have tried reving the engine and it only goes to 4000RPM, then wehn I take my foot off the accelerator, the RPMs drop to zero with engine shuting off. Prior to this, the engine started fine and ran flawlessly at 675-700 RPMs. Details are below from my code reader:
