i replaced the iac value and now it wont idle or start unless you push gas pedal down as you start it put old back in and it starts but idle high

Unplug the vacum line from the manifold that gose to the iac if it starts up with no issue then the iac is defective i have a 97 doge that has the same issue it gets stuck shut or gets stuck open only in freezing cold tempitures tho
