on a nissan almera there is a whire located next to the front near side headlight leading to the fan. why would a mechanic cut this wire?

Why the wire was cut, only the mechanic would know. Quite often you would see unused wire connectors but there is no reason to cut them. Without knowing the wire color, it is not possible to make any comments on the purpose of the wire.

Is there any wires athat have been spliced or any additions/modifications to the wireharness or components near it?
