I have a couple wires near the back part of my engine on the right hand side (opposite side of where I put the oil in) that appears to have been chewed through. My car seems to be running fine, other than the fact I have no turn signals and my power locks don't work. What is this wire?

With that being broken like that, what effect does that have on the drive-ability of the vehicle?

it will. there is no signal from the tps to the ecm and may cause hesitation, stalling and surging.
