brake pedal does no come back

Could you help me find out the problem on a Lexus 2001 Lexus 470 the brake pedal does no come back right away is like get stuck to after a quick second starts coming back. specially when is on slow traffic.

Brake pedal does no come back right away is like it gets stuck and a soon you release the pedal after a quick second starts coming back. specially when is on slow traffic. I had replace front rotors, pads bleed the system.

Please advise
