2001 Ford Taurus White smoke/Steam

I replaced my water pump in Aug of this year. Around September I have noticed that white smoke or steam with the smell of burning oil or collant is coming from the very front of the engine. It looks like the smoke is coming from the bottom of the exhaust manifold or a fan. I have checked hoses, there appear too be no leaks. Coolant levels are fine, and the oil is a tad above minimum. The oil is not milky and I have noticed no white smoke from the tail pipe. The only time I notice the smoke is while stopped at a red light or stop sign. The car is not over heating and I drained the coolant in August while replacing the water pump. I have no idea what is causing the smoke (or steam). It does smell like its burning, I was told to replace the radiotor cap, which I have failed to do. Anythoughts? Thanks for the assistance!

If you see it when you stop, then it is doing it all the time. Does it smell like coolant or oil burning?

Mostly like coolant. It was low (not empty) on coolant, filled it back up. I was told replace the radiator cap and see if that works and I am going to hand over hand all my hoses again.
