I am in ENGLAND

My Ford Mondeo 2001 failed the MOT on emissions - the ENGINE MANAGEMENT light on the dashboard is on and the person who sold me the car ( that is in excellent mechanical condition ) sent me an e-mail saying he had tampered with the catalytic converter
My idea was to run the car in a Bosch diagnosis, repair the ENGINE MANAGEMENT and re test
Please give me an idea of cost of repair and would you advise I throw the car into a Ford Dealer and say " fix it " or go to the MOT guys with diagnostic and get them to fix it
