2001 Ford F-150 blower fan not working properly

My fan only works on the highest setting. It makes no difference which vents are selected, though I don't think that's relevant.

Suspect a defective heater fan resistor. If a new one solves the problem, replace the fan motor too. When they get tight, they draw higher current than normal and burn open the thermal fuse on the resistor assembly.
