vibration in my car starting at about 30mph. I can hear it and feel it. Also bigger vibration while decellerating and braking...Front 2 tires have a few soft spots on them. Are these problems caused by the same thing or 2 seperate issues? Vibration while driving started a few weeks ago, but vibration while braking and decelleration started 2 days ago.

Could be tire problems and brake rotors warped

anytime you have visible bad spots on your tires, that's the place to look, if it's scollping high and low bumps on the edge, you shocks need replacing, as well as the tires.

i am not sure what scolloping means...the bumps are on the sidewall about where the letters are?

scollping are bumps all around the tread area the bumps on your sidewalls are seams made during tire construction. If extreme can cause tire failure. A local tire shop can tell by looking if yours are a problem.
