My closest service manual is for a 2000. The 3.0L didn't show up until 2001 but the Power Distribution Center should be the same. Fuse 1 is likely for the automatic shutdown (ASD) relay which feeds the oxygen sensor heaters, injectors, and ignition coil pack. Measure the voltage on that fuse with a test light. If it lights up for one second after turning on the ignition switch, then turns off, that is the switched side of the ASD relay.
