No Power from power distribution box

I have power to the radio, wipers ect. with the ignition in off position and key out.If I pull the ignition accessory fuse from power distribution box I still have power going through. However engine will not turn over unless I PUT FUSE BACK IN

I have checked fuses.Also I have no brake or turn lights. Changed brake stop switch at brake pedal, but didn't help.
