2001 Dodge Grand Caravan, No windshield washer operation, front and rear, fuse changed,operated for a bet intill something started to smoke, electrical,by the driverside head light and possibly in the van, stopped working, stopped smoking, fuse still good, could it be a short.

The pump is at the bottom of the reservoir. It sounds like it is bad or the fluid is frozen in the tank. Check to see if the pump will work. If it doesn't and begins to smoke, replace the motor. Chances are that is the problem.
