radio lights wiper and dash lights turn on but does not start

I'm working on a pt cruser the gas pump, starter,and module does not have juice the dash works good everything else work but it does not turn on?

You might have a bad battery. Even though it has 12 Volts at non-starting condition, lights work, some accesories, etc. When you try to start the car the Volts drop to almost nothing. It is not uncommon. Take it to any Advance Auto ro Auto Zone and they will test tit for free.

when you put the key on acc it should have juice on all three the starter' module' and the gas pump but it does not

No it won't. Not sure what you mean by "starter module", but the fuel pump should only run for one second after turning on the ignition switch, then again during engine cranking. The fuel pump must never turn on with the ignition switch in the "ACC" position. If it does, you have a severe fire hazard.

DrCranknWrench is right about testing the battery before you go looking for more complicated stuff. Watch what happens to the brightness of the head lights or dome light when you try to crank the engine. Also, if you hear a single, rather loud clunk each time you turn the ignition switch to "crank", the contacts in the starter solenoid are worn. That is a real common problem with a real easy and inexpensive fix on the little silver Nippendenso starters, but that always starts out as an intermittent problem that gives you months of warning as it gradually gets worse.

when you try to turn on the car the ingnitions 12v should have juice but it does not i try the battery but that was not it need help plus the cable that actives the starter of acc does not have juice either

You are absolutely wrong on that "juice" issue. If you're measuring at the ignition coil, you MUST be cranking the engine for voltage to be there. The voltage to the coil and injectors comes from the automatic shutdown relay, and the Engine Computer only turns that relay on for one second after turning on the ignition switch, then again during engine rotation, (cranking or running). After that first one second, there will not be any voltage at the coil or injectors unless you're cranking the engine.

I'm not sure how to interpret "the cable that actives the starter of acc does not have juice either". Do you mean the starter relay isn't turning on? Where are you measuring this voltage?

You're not giving me any details I can work with. What doesn't work? As near as I can tell, the starter isn't working, is that right? Can you tell if the starter relay is clicking when you turn the ignition switch to "crank"?

You can also try bypassing the relay to verify the rest of the system works. Do that by jumping terminals 30 and 87 with a stretched-out paper clip or piece of wire to see if the starter works. If it does, we can do the rest of the tests right at the relay socket.
