Did this start after the fuel pump was replaced? Does the fuse blow instantly when the key is turned on?

The ECMB fuse powers the fuel pump so I suspect something is wrong with the installation. You may have the power wire contacting the housing in the pump module and that mighty dangerous. Try unplugging the fuel tank harness and see if the fuse stops blowing. If so, drop the tank again.

I said disconnect the harness at the tank. Pulling the relay doesn't tell you if the relay or the wiring going back is good or not.

No, that means the short is in the fuel pump and the tank will have to be dropped and the pump inspected to find the problem. I suspect you have one of the wires touching the pump frame.
