Lower Brake lights not working

Hi,
My 2001 Chevy Impala lower rear brake lights are not working, however middle rear brake light does. Already replaced bulbs and checked fuses. Please help! thanks.

Have the turn and hazard switch checked-the lower lite goes thru there and then to the back-
