2001 BMW X5 Key-less entry

BMW X5 2001 the key-less entry does not work. I can unlock everything with the key on the drivers door, but not with the remote. The central locking system works fine on the console! I replaced the key but the key will not initialized or program. I check the fuses they seem to be fine. The dome light under the review morrow flashes when I lock the doors with the key.
Help! Help!
What could be the problem?

To initialize the key, get in and close the door. Then put the key in the ignition and turn to the on position, do not start the engine. Remove the key from the ignition and whilst holding the button that is closest to the metal key part down, press the center button three times, then release the button you were holding down. The doors will all lock then unlock, repeat this same process with the spare keys (up to four keys) and you are complete.
