keeps loosing power on hills

My 01 Audi a4 tdi 1.9 keeps loosing power on hills its like the turbo isn't working when u put pressure on the car.. had a new turbo fitted a few weeks but seem to be back to the same problem.

I have brought it back to the garage where the turbo was fitted but the computer is showing up nothing

Have them check and test the waste gate,also the exhaust system for restriction and fuel pressure check

also the shaft used 2 move before but now nothing happens when u turn on the car
