STEERING STILL WHINES AND SURGES

REPLACED P.S. PUMP, HOSES,"O"RINGS AND FLUID. AIR STILL IN FLUID AND STEERING STILL WHINES AND SURGES!! NO SIGN OF LEAKS

Replaced all hoses and "O" rings, along with a "new" rebuild power steering pump. Still have air in system, no sign of leaks anywhere.
What am I missing??

Allow fluid to sit for a few hrs as if it is very aerated you will still have problems, the sir will naturally work its way out, if the fluid looks normal after sitting for a few hrs and it still makes noises and the fluid becomes aerated again, re check that you have not over tightened "O" ring seals as they can split.
