the car is an automatic.
if im on a slope, say a car park entrance,
the car will roll backwards if i dont pull on the hand brake.
If i step on the gas, i hv to really step down on the gas to go forward.
when i step on the brake, it stops, but if i release the brake, it will roll back.
this happens only when the brake locks, if not, everything drives normally.

Also, the brake is never stiff.

Vehicle rolling backwards can either mean the idling speed is too low or the transmission is not working correctly.

Low idling speed can result in loss of vacuum for the brake booster and that can affect braking efficiency.

I do not know if my guess of the problem is correct as I don't fully your question and explanation of the problem.

Please give me your recommendation for the dragging problem.

My mechanic is recommending replacing the brake booster and caliper.
One at a time. To see which works.
Both are expensive.
Which do you recommend I replace first.

I would not replace either.
If the brakes are dragging only when making turns, that could mean a kinked brake hose at the wheels. Have those checked.
