2000 Toyota 4Runner AC recirculation

check to see if your air inlet and outlet servo motors are getting power and working. or linkage messed up or disconnected. inlet is above glove box and outlet on lh side of heater

Sorry, I forgot to mention that it's a manual switch from fresh air to recirculation. Would that still be the case?

it should be. this is kind of a strange answer because no info is given for 2000 just 2001 in our manuals but is should be the same unless it is cable operated then you can check for a broken cable . but I kind of doubt that is the case.

Sorry for the delayed response and thanks for the help by the way. Well, I finally had the chance to take out the glove box and look at what's behind it. Anyway, I tried looking for the Servo but I can't find it. However, I noticed that the latch that switched it from fresh air to recirculation is connected to the a white colored "device" that has a filter attached to it that opens up (fresh air) and closes down (recirculation). It is directly above and slightly to the right of the AC fan motor. If you look at a you tube video by 1aauto.com where he fixes the AC fan motor, you'll probably see it and know what I mean. It is exactly the same as my 4runner.

you may have a broken cable as I think yours has a slide lever if you do followe the cable up to top of heater an dsee if it is pushing or pulling the lever it may not be we have pretty much no good pictures of this at all

The funny thing is that it does move when I move the lever. I don't see anything that's broken. I was expecting that there might be something broken, but it opens up and stays open and closes shut as it's supposed to. Here are a couple of pictures.

As you can see, there's no problem switching it from recirculate (opens up) and fresh air (close).

I want to take out the whole dashboard to get a better look at it but am afraid it might be too big a job for me to handle.

By the way, I want to make a correction, the AC fan motor is directly below it.

from your pics it seems to be working ok so if still getting fresh air in I have no idea what to tell you other than to check if door will close further which may mean that the door may be broken on the shaft and not closing fully. try to push it further closed when you have it on recirc. However due to design of todays car there will be fresh air coming in all the time just not a lot.
