Is there a way to adjust idle, idles high ?

Idle is computer controlled and cannot be adjusted. It sounds like the IAC valve is not working right or needs to be cleaned here is a guide to help you get the problem fixed.

even if this is a cable controlled throttle?

Not sure what "u" iac in your answer means, i assume its the hoses going to the iac?? right? Is it okay to cut a gasket for the IAC after I clean it and the throttle body?

A vacuum leak will not do this with a mas air flow sensor. Sticking IAC or check coolant temp sensor.

Sorry for the typo, it should read IAC only. A vacuum leak before the throttle plate would not but a vacuum leak after it would increase the idling speed.

Its me again with the 2000 4runner hign idle issue. No vacum leaks found. I noticed when I start the vehicle cold, the fan cluch comes on for a few seconds, then shuts off when the engine is cold. May be the coolant temp sensor. Does anyone know or have a pic of this sensor or know know where it is located? Need your opinion on what you think. what about vacum diagrams for this vehicle??

The clutch fan is operating normally.
Is the MIL indicating and have you tried to check for trouble codes?
I would still say the IAC is stuck in the open position.

Either of the temp sensors could be inaccurate but that should be check with a scan tool to compare temps between the CTS and IAT before the truck is started after sitting to full cool.

Its different than the Fords. I am really not sure which one to tap on???? I see the butterfly where the throttlw cable is attached, but the iac?? Has to be on the blind(firewall side)side. You know you may be right. Makes sense that its stuck open. If someone has a pic would be good, or I guess if its stuck open, the butterfly will be open if I take off the air tube on the throttle body and look. what does it look like? guess i will have to remove tube and see. thanks guys. appreciate it!!!

This is a california emission vehicle, and understand there are different iac's.

It is attached to throttle body, under it with 2 coolanr hoses.

If vehicle is equipped with throttle opener, ensure it is not leaking and throttle opener vacuum is working to re;lease the throttle.
