I would first disconnect "ALL" the stereo and see if that affects the lights, if so ensure all stereo connections are correct, do this and report back the findings.

Ok stereo out..... plugged battery back in still blinking. I've checked the hazards. You can hear the blinking is conning from a small black box under the steering wheel. There is no reset button on it though.
