I have a creaking noise coming from the drivers side when making right hand turns. I have replaced the strut as well as the tie rod but the noise persists. I checked for any play in the ball joints but cannot find any. Could a ball joint still be shot if it passes the standard tests? Thank you.

That is most likely a dry, rusty ball joint. You will likely have to replace the ball joint and that may come as part of the control arm.
