When engine is on, there is a whistling sound, why?

Sounds like you might have an idler pulley or a tensioner pulley going bad. When the bearing inside the pulley fails, it makes a high pitch sound. Take a long screwdriver and put the metal end on the head of the pulley's bolt. Then hold your ear against the plastic part of the screwdriver and listen for a loud grinding sound. That's an indicator of a failed bearing in a pulley.
