Harmonic Balancer

I have a question about the harmonic balancer. Our drive belt was out of place, and we have concluded that the harmonic balancer may be un-aligned and sticking out a bit. However, unlike the other pulleys that are loosely rotated, the balancer is not. My question is actually, if this is normal? does the harmonic balancer pulley normally have to be in place, or should it be easily able to rotate as the other pulleys from the A/C or power steering, etc.

you should not be able to turn (rotate)the harmonic balancer by hand
if pulley is out of alignment
need to be replaced
also check belt tensioner
