They tried putting on spark plug fuel pump and a computer and the key does not have a chip.

When you turn the key on the security light stays on and will not crank

If the starter won't crank the engine, I'm not sure why they replaced the items you mentioned. They won't help.
If the security light is on, the system is shut down. You need to take it to a dealer where the have the proper test equipment to diagnose the problem.
