fuel pump not working and car wont start 2000 mercury mountaineer

i have changed fueal pump and still wont start i took my test light and checked the fuse which is #9 mini fuse. i pulled the relay out which is clicking when turn the key on and off. i ran power to the #3 slot on relay and pump will work with out the jumper no fuel but the car still wont even with the jumper leed
