when i try to shift to first gear the shifter does not go all the way to the first gear position . feels like its stiff . it happen too for reverse gear

check for fluid first then check adjustment may be a cable bad or it may be a synchro forfirst gear. if it shifts ok with engine off then it's a clutch problem.

ok i found the right word to describe the problem . its notchy shifting and it happen sometimes not always . and i have seen some video and they say the shifter needs to be adjusted is it true?

it can either be an adjustment , cable bad or internal problem. but from your description I'd say one of the first two that I mentioned.

i have a stupid question .
i new driving manual transmission. is it correct when the car is moving like say the car is in 2 nd gear can you put it in first gear?

if you are going slow enough yes you don't want to put it in first say like at 30 mph

the car was in neutral but the car was moving about 5 mph at that time i tried to put it in first i could not if i force it i will grind the first gear. i can engage the first gear only when i m at complete stop. is it normal?

no you shold be able to put in first gear at 5mph, sounds like a synchro bad.
