2000 Lincoln Navigator Fuse panel issue....

I tested my fuses in the CBJ and the passenger panel with a circuit tester. Some tested good and most did not test. I visually inspected them and they are in great condition. I then used the circuit tester to test the port slots on the panel and they would not test either.
My question:
Has anyone ever seen this and if so, what is the remedy?

did you have the key on when checking????

some require acessories on when testing as well.

Yes I put it in the on position as well as trying to start it.
The ones that do not work are:
CJB: (Nothing Major)

Passenger Compartment: Too many to write each of them all out; however, they affect GEM module, starter relay, suspension (which my suspension has brought the back end all the way down but I did blow a tire a few months ago that jacked my suspension and I had it "rigged" by a mechanic. The hose on the drivers side broke off and they attached the hose together with a separate hose to fuse them together, held on by clamps) memory module, air bags, and ABS.

I am starting to think that its not the fuse box based on how some would read on the ports and others would not. Can one box effect the other? I am going to replace all the fuses tonight and clean the boxes out. I need to check the relays after I hook up my horn as well. I have a long history with repairs on this vehicle and will explain it all later if needed for diagnosis. Thanks!
