If a vacuum hose is leaking, normally the engine will idle too high and could be erratic. As for the cruise control, it will tend to lose speed, then suddenly pick up and surge. It won't quit completely unless the hose became disconnected or cracked.
Two more common causes, assuming you checked for blown fuses, is a broken clock spring under the steering wheel, or a defective brake light switch. The clock spring is a wound-up ribbon cable in a plastic housing. As it continues to break, the horn may stop working or the air bag light may turn on. If you have a "cruise" light on the dash, it will not turn on if the clock spring is broken.
Try pulling up on the brake pedal with your toes while driving and setting the cruise control. If that works, the switch is out of adjustment. That doesn't usually happen on its own. That is more likely to occur when it has been removed or replaced.
