If you have tested and confirmed the injector is not pulsing, you either have a break in the wiring corcuit ot a faulty PCM.

What trouble codes are you getting?

If the light stays on, it means the PCM is bad and keeping the circuit grounded. This should trigger trouble codes. Do you have any trouble codes?

It could also mean the wire from injector to PCM is shorted to ground.

Power Control Module, meaing the engine computer. If it is a shorted wire or PCM, it would be an easy fix but the cost between the 2 would be vastly different. You need to check/test the wire for shorting.
