how do i change speedo cable

Note routing of the cable.
Disconnect the end at transmission.
Remove the meter cluster.
Disconnect the cable and pull cable out. Install new cable making sure the cable is not subjected to tight bends.

I have a vintage 2000 Hyundai Atos car.
What could be the problem?
Cold always immediately wants to suffocate and consumption of 5.5 liters, 7.5 liters increased.
Someone has met with that?

Check the cold start system. could be the IAC and throttle body needs cleaning.

Unless it is a carburetted engine, otherwise there should be a check engine light.

no carburetor. But there is no check engine light.
ELM327 interface could not communicate with him.

If the Check Engine Light do no come on when ignition switch is turned on, you need to check the circuit first. It could be a missing power supply. If you mean the check engine light do not indicate any fault and the scan tool or software you use is not communicating, then you need to get the correct software and/or scan tool.

If the scan tool has a feature for OBD-II, use it instead of going for specific model/make.

I looked at the check lamp on the instrument panel.
But there's no place glowing.
The panel on the right, but have no power over it.
I guess it was not in advance.
To do this, what kind of software would be compatible?

I am not sure which protocol is the one you require but if the dash does not have any Chceck engine Light, you need to get it working first. It could be a power supply or ECM fault.

I wrote that the ecu is not connected to long runs nicely
check engine light is not because there is no lamp nor place, that slot.
