Most likely the brake fluid level is low in the reservoir. Since you didn't say if the front or rear brakes were done, lets hope it was the rear and the front linings are just worn out. The fluid will get pushed back up into the reservoir when new front pads are installed. The question is why would the mechanic overlook the cause of the low fluid?
