2000 GMC Sierra Coolant Hose Break

A heater hose on the passenger side of the motor broke off the nipple and is leaking coolant directly out of the hose. Since then the truck will not start, i was wondering if there was a safety feature that would not allow the truck to start so that it would not overheat.

There isn't a shut off feature for low coolant levels or in this case a large leak.
If the engine was running without coolant than there is a change the engine was damaged by overheating due to the lack of coolant in the engine.
Check for spark to the spark plugs if good then spray starting fluid in intake tube and attempt to start engine. If the engine starts and then stalls then there is a fueling issue. If it doesn't start check for compression in all 8 cylinders.

I got it to turn over by shooting ether in the carb but once i stopped the truck stopped running.

You need to know if your getting fuel pressure. There should be a service fitting on the fuel rail were you will connect the fuel pressure tester to.
GM have a history of fuel pump failures. Have some one attempt to start the engine while someone else is hitting the fuel tank with a hammer. If the fuel pump is seized this will sometimes dislodge the seized fuel pump and it will start running again.
