air ride pump recently started acting up it wont stop running

I have 2000 eb expedition. The air ride pump recently started acting up it wont stop running. I shut off the shut off. Still runs. Car is turned off still runs. The only way to get it to stop is to pull the fuse. Would this be a pump problem. A pump relay where the cheapest place to buy it?. I read they are around $130 bucks
