I can't get my front rotor off of my 2000 Dakota 4WD even after beating on it with a dead blow hammer

Is there a locking clip around one or more of the lug nuts? You may need to use a penetrating oil or heat to break the rust loose. If that doesn't work, you'll have to use a large three - or four-jaw gear puller.
