2000 Daewoo Nubira timing markes not lining up

timing belt broke and bent 4 valves. replace valve and seals. the intake mark lines up but the exhaust mark is off by 2 teeth and will not line up. if i turn the exhaust it will go past mark by 6 teeth. I am useing the lines on intake & exhaust gears. what could be wrong.

the exhaust cam is under tension when at tdc. you need to carefully hold it in position when aligning the belt. there is nothing wrong. it just takes patience to get it right

if I do that. the exhaust valves will be hitting the piston.
